Can''t thrust Telangana solution
down parties throat: PC


New Delhi, Aug 26 (PTI) Home Minister P Chidambaram has said political parties in Andhra Pradesh must help the Centre find a solution to the Telangana issue but they are divided and a solution cannot be thrust down their throats.
"This is a unique situation where political parties in Andhra Pradesh are divided down the middle. Congress, Telugu Desam, CPI, CPI(M) are all divided. The only party which claims to be undivided is BJP because it has only one member," he told PTI.
Therefore, he said, the political parties were divided and "we cannot thrust the solution down the throats of political parties who represent the people.
Chidambaram said so far as the Congress party was concerned, the effort was to unite the party and find a solution that was acceptable to all Congress MPs and MLAs.
This was what was being tried by his colleague and Union Minister Ghulam Nabi Azad.
"The other parties must all do the same thing. For example, Telugu Desam must try to do the same thing. Unite all Telugu Desam members to find an agreed solution, It is easy to say you have not found a solution but anyone who tells us we have not found a solution has no solution either," he said.
Asked about some critics accusing him of "going back" on the promise of Telangana, the Minister said the government took a position as the Home Ministry and as Home Minister I made the statement on behalf of the Government on December 9, 2009 and then when protests broke out in other parts of Andhra Pradesh, Government reconsidered the matter and revised its position and I made the second statement on December 23, 2009.
"I was speaking on behalf of the Government. So if it is anyone’s case that the Home Minister can unilaterally announce or withdraw an announcement, one must be very naive to think so," he said, PTI.

After taking the minutes of the all party meeting on December 7, 2009
held by state Cheif Minister following directions from leadership, into consideration and after elaborate discussions held among Prime Minister, Hon Congress President and other crucial personalities of Union Government, Shri P.CHIDAMBARAM made the statement on behalf of Government of India:

"The process of forming the State of Telangana will be initiated.
An appropriate resolution will be moved in the state assembly.
We have asked the chief minister to withdraw the cases booked against leaders,
students and others associated with the agitation.
The chief minister said he will take necessary action.
We are concerned about Chandrasekhara Rao’s health and we request him to
withdraw the fast. We also request all others, especially students to withdraw the
agitation."

Following is the text of the statement issued by
P. Chidambaram, Union Home Minister, in New Delhi
on Wednesday (December 23, 2009):

"At a meeting of all political parties convened by
the Chief Minister of Andhra Pradesh on December 7, 2009,
a consensus emerged on the question of formation
of a separate State of Telangana.
A statement was made on behalf of the Central Government
on December 9, 2009 on receipt of the minutes of the meeting.

"However, after the statement, the situation in Andhra Pradesh has altered.
A large number of political parties are divided on the issue.
There is a need to hold wideranging consultations with all political parties
and groups in the State. Government of India will take steps
to involve all concerned in the process.

"Meanwhile, it is necessary that peace and harmony are restored
in Andhra Pradesh and the State Government is allowed to focus
on governance and development.

"The Central Government appeals to the people of the different regions
of Andhra Pradesh and to all political parties and students
to withdraw their agitations and maintain peace, harmony and brotherhood."

Following this, Union Home Minister organised meeting of representatives of eight political parties of the state in January, 2010 and announced the constitution of Committee for consultations on situation in Andhra Pradesh [CCSAP], which submitted its report by the end of 2010, within the stipulated time.

Since then, the decision is pending at Union Government level.

Instead of showing the strength of leadership and governance and
stature of statespersonship, the expressive dependence
on the out siders of Telangana to give their opinion,
which will be naturally negative to the sixty year long deepened urge
is indicative of the blame that Congress leadership
is not in a position to take big decisions.

Azad says no move on Telangana without 'full consensus'

Congress general secretary in charge of Andhra Pradesh Ghulam Nabi Azad on Tuesday ruled out any moves on the Telangana issue until there was “full consensus” among political parties from across the State, warning that without a unanimous resolution being passed in the State assembly the issue “cannot move an inch”.
“The tempers are very high, the sentiments are very deep in the Telangana region, but at the same time the people of Seemandhra and Rayalseema are opposing tooth and nail [the moves to create a new State],” he said, adding that without the “full consensus and full cooperation” of legislators from both regions, a resolution will not be able to be passed.
With renewed pressure on the United Progressive Alliance government following the resignation of legislators, including from the Congress party, and fresh protests expected in coming days, Mr. Azad called for wider consultations to reach a consensus.
“The most important thing is while we have the sympathy for sentiments of people of Telangana… but at the same time, for a division of any state, you need to have a total consensus,” Mr. Azad, who is the Union Health Minister, told reporters here, during a visit to attend the first health ministers’ meeting of the BRICS countries.
On the resignation of Congress legislators, Mr. Azad said he had stressed during two-day discussions with representatives that legislators of all three regions of the State, as well as representatives of the Congress party and other national political parties, had to be taken into confidence.
“Unless we do that exercise, and have that unanimity, it will be very difficult for the federal government to take such a decision,” he said, pointing to earlier divisions of States, in Uttar Pradesh, Bihar and Madhya Pradesh, where there was “total consensus from all political parties and assemblies passed a resolution.”
Mr. Azad said part of the difficulty in reaching consensus attributed to the lack of a “concrete solution” from the B.N. Srikrishna Committee, which submitted its report on Telangana six months ago.
“We were under the impression that the Srikrishna Committee will give at least one concrete solution,” he said. “But the Srikrishna Committee has given us six options. Six options is no solution…So we have to again start from zero.”

COMMENTS FROM LEARNED READERS OF THE HINDU WEBSITE: JULY 13, 2011:

In a large democratic country like India it is virtually impossible to have a complete consensus. Do not exactly know what Azad’s dictionary reads is for 'full consensus' you may as well tell people to forget about Telangana or bifurcating any state or merging in the future. Minority region, according to Mr. Azad, will never be allowed to separate. Needless to say this is totally against the spirit of the constitution. Even if the state legislature does not express its views president can still proceed. It is an established law of the land. Please refer to this case, Babulal Parante v. State of Bombay, 1960 AIR 51, 1960 SCR (1) 605."If however, the period specified or extended expires and no views of the State Legislature are received, the second condition laid down in the proviso is fulfilled in spite of the fact that the views of the State Legislature have not been expressed." There is anything on the books to indicate that Parliament must accept or act upon the views of the State.

Constitution gives powers to Central govt to create/ bifurcate states. All that is required of the President is to ask for state legislature views within a period of time. The president doesn't have to agree to state views. I am surprised Mr. Azad doesn't know that.
People have a choice to decide what is best for them. What is wrong if India has 100 states? Small country like Vietnam has more than that. In the whole world democracies, it is people who decide what they want. Did they ask Tamils when Andhras wanted to form their own state? Did they ask English people when we wanted independence? Oppressor never likes partition and his opinions need and shold not count. It is the people of Telengana's right to have their own state if they choose under Gentlemen's agreement. One language does not mean and should not mean anything. Germany and Austria speak the same language and they are divided further. Bengalis of Bangladesh and west Bengal never even think of being together. This is rubbish. By the way I am not from Telangana.
3.
I wonder what consensus was used when people of coastal andhra wanted to be separated from Tamil nadu. At that time they were surely in a minority in the Madras presidency. What consensus was used when the Hyderabad state was forcibly broken down and distributed amongst Karnataka, Maharashtra and what came on to become Andhra Pradesh. Why talk about consensus now when there was no precedence of consensus? Why change the rules of the game? what guarantee does a person from Telangana have that he will not be ridiculed for his language and culture and he will not be short changed in the new dispensation. The Government must stop idle talk and put and end to the confusion at the earliest. Keeping the issue unresolved serves the interest of only vested and issueless politicians.

TELANGANA CONGRESS MONITORING GROUP decided to conduct the Extended Meeting on July 16 from 10 AM at Swamy Ramananda Tirtha Memorial, lane 9, Brahmin Wadi, Backside of Begumpet Railway Station, Hyderabad.

The TCMG session was originally scheduled to hold on July 14 but, differed keeping the latest announced 48 hour Deeksha from July 13 by the resigned Public Representatives of Congress of Telangana.

TCMG July 16 session will involve leaders and activists of Mandals, Towns of the party of the region and activists of INTUC, Youth Congress and other wings.

TCMG intends to utilize this July 16 extended session to have solidarity filled pressure on Telangana Muddubidda Shri S.JAIPAL REDDY for taking up the issue of expeditious separation with Shrimathi SONIA GANDHI ji, our Congress President and UPA Chairperson on the same lines as that of July 8 with Prime Minister, to impress upon her and our party High Command for swift progress.

This decision is announced by Shri RAPOLU ANANDA BHASKAR, Chief Coordinator of TCMG after an emergent meeting today morning with other important leaders of TCMG Shri G. Niranjan, Shri A. Shyam Mohan, Shri B. Kamalakar Rao, Shri P. Narasimha Reddy, Shri S.Laxminarayana.
