Can''t thrust Telangana solution
down parties throat: PC


New Delhi, Aug 26 (PTI) Home Minister P Chidambaram has said political parties in Andhra Pradesh must help the Centre find a solution to the Telangana issue but they are divided and a solution cannot be thrust down their throats.
"This is a unique situation where political parties in Andhra Pradesh are divided down the middle. Congress, Telugu Desam, CPI, CPI(M) are all divided. The only party which claims to be undivided is BJP because it has only one member," he told PTI.
Therefore, he said, the political parties were divided and "we cannot thrust the solution down the throats of political parties who represent the people.
Chidambaram said so far as the Congress party was concerned, the effort was to unite the party and find a solution that was acceptable to all Congress MPs and MLAs.
This was what was being tried by his colleague and Union Minister Ghulam Nabi Azad.
"The other parties must all do the same thing. For example, Telugu Desam must try to do the same thing. Unite all Telugu Desam members to find an agreed solution, It is easy to say you have not found a solution but anyone who tells us we have not found a solution has no solution either," he said.
Asked about some critics accusing him of "going back" on the promise of Telangana, the Minister said the government took a position as the Home Ministry and as Home Minister I made the statement on behalf of the Government on December 9, 2009 and then when protests broke out in other parts of Andhra Pradesh, Government reconsidered the matter and revised its position and I made the second statement on December 23, 2009.
"I was speaking on behalf of the Government. So if it is anyone’s case that the Home Minister can unilaterally announce or withdraw an announcement, one must be very naive to think so," he said, PTI.

THE ANNOUNCEMENT OF UNION HOME MINISTER ON DECEMBER 9, 2009:

After taking the minutes of the all party meeting on December 7, 2009
held by state Cheif Minister following directions from leadership, into consideration and after elaborate discussions held among Prime Minister, Hon Congress President and other crucial personalities of Union Government, Shri P.CHIDAMBARAM made the statement on behalf of Government of India:

"The process of forming the State of Telangana will be initiated.
An appropriate resolution will be moved in the state assembly.
We have asked the chief minister to withdraw the cases booked against leaders,
students and others associated with the agitation.
The chief minister said he will take necessary action.
We are concerned about Chandrasekhara Rao’s health and we request him to
withdraw the fast. We also request all others, especially students to withdraw the
agitation."

Following is the text of the statement issued by
P. Chidambaram, Union Home Minister, in New Delhi
on Wednesday (December 23, 2009):

"At a meeting of all political parties convened by
the Chief Minister of Andhra Pradesh on December 7, 2009,
a consensus emerged on the question of formation
of a separate State of Telangana.
A statement was made on behalf of the Central Government
on December 9, 2009 on receipt of the minutes of the meeting.

"However, after the statement, the situation in Andhra Pradesh has altered.
A large number of political parties are divided on the issue.
There is a need to hold wideranging consultations with all political parties
and groups in the State. Government of India will take steps
to involve all concerned in the process.

"Meanwhile, it is necessary that peace and harmony are restored
in Andhra Pradesh and the State Government is allowed to focus
on governance and development.

"The Central Government appeals to the people of the different regions
of Andhra Pradesh and to all political parties and students
to withdraw their agitations and maintain peace, harmony and brotherhood."

Following this, Union Home Minister organised meeting of representatives of eight political parties of the state in January, 2010 and announced the constitution of Committee for consultations on situation in Andhra Pradesh [CCSAP], which submitted its report by the end of 2010, within the stipulated time.

Since then, the decision is pending at Union Government level.

Instead of showing the strength of leadership and governance and
stature of statespersonship, the expressive dependence
on the out siders of Telangana to give their opinion,
which will be naturally negative to the sixty year long deepened urge
is indicative of the blame that Congress leadership
is not in a position to take big decisions.

Congress High Command shall ensure steps to get due credit for this risky effort of separate statehood of TELANGANA. Nothing more to be added from Congress persons of Telangana and if any thing essential is to be taken into consideration, that shall be from non-Telangana parts, for which expeditious efforts are of dire necessity. Condition is going to be out of hands and disinformation or misinformation camapaigns will not help. Only separation can help!
